Capacity management is the proactive and collaborative effort of management and governance for achieving pre-planned results.

All forward-looking organizations strive to build their organizational competencies for business success, from short-term performance to long-term prosperity. Organizational capacity management (OCM) is an ongoing process that requires continuous assessment, planning, and improvement to ensure long-term success. 

Capacity building, in the context of strategic partnerships, involves activities designed to enhance the ability of individuals, organizations, communities, or even nation-states to effectively participate in different forms of collective action. 

The core idea is that by improving relevant skills, attitudes, and knowledge, these parties can become more effective in their roles, leading to a more equitable distribution of power, greater access to decision-making, and a fairer allocation of resources.

Key Aspects of Capacity Building

Focus on Multiple Levels: Capacity building can target individuals, community organizations, or state institutions. The goal is to increase the availability of information and participation of underprivileged or underrepresented members of society.

Methods and Mechanisms: This involves leadership training, political activism, community development, technical assistance, organizational development, and interorganizational collaboration.

Ensuring Sustainable Institutions: In societal development, capacity building aims to increase competence in managing change efficiently. This includes developing infrastructure, economic and legal institutions, health and education services, and mechanisms for public participation, to stabilize legal, economic, and social conditions.

Some critics argue that capacity-building efforts may overlook broader issues of power, economy, and history. Capacity planning allows for a transparent view across the disciplinarily that should help level the playing field across the boundaries.
