You can walk through all the various dimensions of data quality such as accuracy, consistency, clarity, etc, but business context is indeed a very important perspective. If you draw a boundary that encompasses all people that could or want to access information, then you'd need to keep enforcing GRC. Information savvy organizations are continuously open to new information from the dynamic business environment and are able to circulate information within the system seamlessly and respond to changes continuously.
